I require assistance with Microsoft Access

I have a step-by-step instruction guide for making a relational database, with reports, and I have not received teaching about Access prior to this. The instructions say to click on the control padding button, but when i get to it, it is greyed out, and I can't use it. I have literally no idea what i need to do to use it. the instructions are made for access 2010, and i am using 2013.

You need to select the object you want to adjust padding for first.

i dont know what to select. i have tried selecting individual things, and i have tried selecting everything, but nothing is working. the 'control margins' icon appears, but not 'control padding'
