Fullscreen game plus Steam

I have a Toshiba Satellite laptop with 4k display, with an external 1080p monitor. I play Team Fortress 2 on the 4k display, but I want to have my Steam client open on the second display, so I can view my achievements at the same time. I open the Steam Client on the second display (I have tried both maximized and not), but when I open the game, the second display switches to just display the desktop, rather than the Steam window. I used to be able to do it similarly on my old Windows Vista laptop.

The TF2 is fullscreen, and is on the laptop display (4k), and is the primary display. The external (1080) monitor is the secondary monitor.

try putting TF2 in borderless windowed mode. fullscreen sometimes does odd stuff.

From memory, I think it has a GTX 950M, as well as a Core i75500U CPU.
