For my build I was looking at the CX430M for it's semi modularity, but then I thought about how I possibly wanted to upgrade the aesthetics of my build through custom PSU cable sleeving/cables

If I got the CX430M would I be able to change ALL the cable sleeving? (Mainly the ugly mesh cables that are not modular to the PSU such as the 24 Pin connector)

Or would I have to upgrade to a fully modular power supply in order to take advantage of this aethestic upgrade?

Custom sleeving doesn't exist for the CX series as they're a low-end PSU. You normally focus on that level of aesthetic after getting sufficient hardware to really consider aesthetics a lot more seriously.

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.

No since it's not a fully modular PSU also sleeving PSU's is better to be done on higher end units for lower end stuff sleeved extensions are the way to go. You can also reuse them on any PSU.

I was thinking about upgrading to this seasonic fully modular power supply. Would that work?

looks good to me, it checks out fine on the "power supply quality tiers" mess, as well as its a very sleek design, which -if you're going for sleeving may be rather important- allows you to fit it in with your color scheme much better.

corsair CX isnt all to great, and theres pretty much overall better PSUs in its price range.

I definitely agree with you once you get to the higher end PSUs but the CX430M is the best budget PSU. Nothing really matches it's reliability and efficiency at it's price range.

Yeah I also like this one because it'll match my Fractal Design Case, White RAM w/ Black Mobo, and my MSI GTX 950 Armor 2x. Overall just better in general now that I think about it lol. Just a little overkill is all

"theres pretty much overall better PSUs in its price range"

quoting corsair themselves, off the product page of CX: "only for basic builds"

they're meant for grandma's pc, and unless your grandma is yolo swagg gran, i dont think she's going for sleeved cables in her facebook machine.
