External device for streaming?

Looking for a good, reliable and not-too-difficult item I can hook up to my laptop (I know, I know, and I'm saving up, so don't grill me) so I can stream without killing my frames by using all my resources just with OBS.

 

$200 CAD budget

as far as i know theres no easy hardware way of encoding h264. (at least not in that price range, enterprise gear has all the toys)

 

theres the capture cards, but afaik they dont improve much.

should also add some laptop hardware will plainly refuse to encode h264 correctly, no matter what you try.

it'll be laggy, and wont provide decent encoded fps. (my sister's quad core i5 laptop wont encode 480p60, whatever i try, it wont go above 38fps, across the board between 480p and 1080p)

Uh such an item doesn't exist as far as I know.  I've seen a battery powered capture combo streaming device, but it wasn't cheap, or reliable, or easy to use.
