Green Lines/Dots on Screen (Matrix!?)

It's the GPU for sure, time to RMA.

TL:DR (This is what i did in sequence)

 

(New PC)

 

Everything booted up fine and i installed Windows 7 OS without a hitch.

All the drivers installed properly except for when i got to the GTX 960. It mentioned some kind of .NET framework error thus cancelling the entire installation process, tried both auto and manual driver updates.

 

Both of the GPU fans were spinning although at slow speeds, acceptable because i was only installing drivers.

 

After Windows 7 auto updates told me to reboot is where all these green lines and dots showed up after rebooting the PC starting from the BIOS screen. Note: Not all Windows 7 updates were finished.

 

GPU has two fans and only one was spinning, previously both were prior to the PC reboot.

GPU was warm to the touch on the metal back plate despite only installing drivers, could be normal.

GPU temps were undetectable using HWMonitor, GPU-Z, GPU Temp (Nothing showed up for GPU Temp, it was blank or maybe i just missed it?).

Multiple reboots didn't help.

 

Re-seated the GPU on the same PCI-E slot, same problem. Took out the GPU and the PC was back to normal, without the green lines and dots.

 

GPU was hooked up to monitor through an HDMI cable. Without the GPU connected i had to use a DVI cable connected to the monitor because the Motherboard doesn't have a HDMI port. The GPU has a LED light and it was white the entire time, so it definitely had power and isn't completely dead.

 

My conclusion is that it could either be the GPU entirely or it could be the Motherboard's PCI-E slot. What do you guys think? This motherboard only has one PCI-E so i'd have to try the GPU on another PC tomorrow.
