FPS HUGE ISSUES

So I have a itx rig with i5-4690k and a gigabyte Gtx980ti. The first week, after I built my pc all games were perfect and smooth. Then for some reason I decided to upgrade to windows 10. AANNND ALL THE PROBLEMS ARRIVED. I had planetside 2, world of tanks running at 100fps or over and some other games and now they average 30fps. Since I thought it was the windows 10 the issue I changed back to windows 8.1 .  Well that's not the case. still gaming at 30fps with shit games. Installed windows like 3 times and reinstalled my NVidia drivers and still not working.

For real though, what are your Nvidia control panel settings? Do you get the same framerates running on integrated graphics? Game may not be recognizing your GPU.
