Inconsistent Cpu usage?

Ok, so i was looking at my task manager on performance and i noticed it was very inconsistent when idle so it would be like 3% then 20% then 30% then 25 then suddenly 100? why is this? I have the update speed on fast and I have a pentium n3530.  Thanks :)

Edit : i have just seen it go from 0 to 100 percent 3 or 4 tiems....

Edit : i have just seen it go from 0 to 100 percent 3 or 4 tiems....

well on a low end cpu thats normal. windows is performing plenty of background tasks you normally wouldnt notice. something as low end as a pentium is challanged by this
