Hello this is my first time posting here! According to Cpu-Z my cpu is running at 3900mhz even when im just on chrome, i searched about this and found out that u can change this by changing ur power plan to balanced however does the it even matter? I mostly just game and watch streams on twitch, should i bother with this or is it okay the way it is?

Really doesn't matter to much. I don't care because no matter what I do even at idle my CPU runs at 2.8Ghz.
