i could buy a 92mm noctua fan and put in there will 

a noctua fan make it better?

In the vast majority of cases, the actual cooling performance of a CPU cooler is determined mostly by the heatsink design, and not so much by the fan. As @STRMfrmXMN mentioned though, fitting a better fan can improve noise levels.
