I have been using this GPU since like a month after it came out, and it worked fine until yesterday

I'm not sure how I'm supposed to know that. Anyways, do you have any issues that motivated you to check that?

yep my computer restarted itself and then i couldn't use hdmi on my gpu, and now im trying to find out why my gpu won't work

What circumstances caused the system to restart itself? Idling? Gaming?

Well, since ive had windows 10 I've been getting these "A fatal Error has occurred"  screens when i boot my PC. Now, when i had windows 8.1 and this happened i could just clear my CMOS and the error wouldn't happen for about 2 weeks. Windows 10 does not approve apparently because I cleared the CMOS and booted up once more and My graphics card wasn't displaying anything. ALSO, my graphics card is plugged up right now and ever 7 seconds a fan will twitch 2-3 times and then the other fan will do the same afterwards.

Does the 960 display the BIOS splash screen?
