If i take a http://www.ebay.com/itm/Vamery-GTX-650-2GB-128Bit-DDR3-PCI-E-3-0x16-Graphics-Video-Card-/131447316607?hash=item1e9adee07f Graphics card and remove the old heatsink and replace it with a Be Quiet! Dark Rock Pro 2 would that work?

Even if the cooler would weigh the same as the one on the video card, the CPU cooler has increased weight density and may cause the PCB to bow. Why would you do that anyways? It's just a 650. Not much performance to be had in the first place.

would do it - some guy did that even on youtube - let me search the vid.

u may need to modify the mounting mechanism or like linus use zipties. THIS card will  run at room temp under load;)
