It's for additional power overhead for overclocking. It's purely optional and is not required in any way if you're a normal user - even if you decide to overclock, it's not required.

Hello everyone,

I bought the x99-E WS 3.1 last week & I am just wondering why there are two 8 pin connectors for the CPU !? All the builds I've seen with this board only have one 8 pin connected...

there at the top of the CPU socket there are 2x 8pin if you want to give the CPU more power. For EXTREME OVERCLOCKING!!!!!!!!!!! Most likely not needed though.

Unless your into serious overclocking , only one 8 pin is needed.
