Maybe the system still tries to output the video signal via the integrated GPU? Try to deactivate the onboard GPU in the BIOS and set the card in PCI Slot X to be the main output one (at least with gigabyte boards this is possible, will be similar with other manufacturers).

Cant find that setting .

In my bios it's named "initial video output", look for something similar.

Also if you boot using integrated graphics can you see the dedicated GPU in the device manager?

If I put my graphics card in the screen wont notice anything it stays black, and in the bios i can change pci gen x to 1 2 3
