I'd take MSI cause I like their looks. Also, they're high quality and have the feature that disables fans if the GPU is idle for less noise.
I own a MSI GTX 970, no issues whatsoever with it, doesn't go beyond 70 degrees full load and is very silent.

CPU: AMD Ryzen 7 5800X3D GPU: AMD Radeon RX 6900 XT 16GB GDDR6 Motherboard: MSI PRESTIGE X570 CREATION
AIO: Corsair H150i Pro RAM: Corsair Dominator Platinum RGB 32GB 3600MHz DDR4 Case: Lian Li PC-O11 Dynamic PSU: Corsair RM850x White

Gigabyte cards tend to be of a bit better quality.

Not saying MSI is bad but eh.

The MSI card will be quieter while offering similar overclocking potential.

You could use a Gigabyte for a 380 but I wouldn't particularly use them or ASUS for any higher tdp cards. But you could use SOC for 380. I would probably go for MSI simply because it has good overclocking I just hate really small cards like the SOC aesthetic wise
