windows 8.1 installation freezes at getting files ready for installation 2%

I have tried different hard drives, remounted the iso onto the usb and formatting the hard drives but I get the same result each time.

My rig: r7 1700 @ 3.9/1.35v, 16gb ddr4 3200, assorted rando SSDs, hx 1050, vega 64 1650/1025

Are you sure it freezes? Sometimes it just takes REALLY long, like 20+ minutes to jump from 2% to 50% or something.

frozen, as in the mouse doesn't move.

I left it for 1 hour

That leaves only one cause (at least that I can think of), which would be a corrupted ISO.
