Gpu shared system memory/General performance question

Overall I've been quite happy with the performance of this setup. But in some games (borderlands 2 specifically) with v-sync enabled (60hz refresh) the fps drops into the 35-45 fps range. That's really not terrible when you think about it. But it's not a consistent 30-45 fps, it comes in the form of very noticeable stutters. I was trying to figure this out the other day because it seemed really odd that nvidia's recommended settings (2715x1527 DSR W/ Max settings) only ran at  25-30fps on average I knew something was wrong. So I then opened up afterburner and it's on-screen display and saw that with those "recommended setiings my gpu was only sitting 45%-55%usage while the game stuttered and lagged uncontrollably. So obviously there is something holding the gpu back in this scenario. I believe I may have found a potential problem (but honestly I don't know). In the geforce control panel > system information it shows this: 

 

 

Why would it be using my system memory. I did a bit more monitoring and found out that in game my gpu memory clock never exceeded 3506mhz (1/2 the speed listed above). maybe It's not being utilized?

 

Any ideas on how to possibly stop it from using system memory if it is or any insight into this performance issue would be greatly appreciated!

Afterburner will always show exactly half of your max GPU memory clock, same as how most other utilities will show half of your total system RAM clock. DDR stands for double data rate, hence the memory clock always being exactly half. In reality you are utilizing your full memory clock.

 

Whatever problem you are having, it isn't the memory.

Use after burner and play border lands till you hit a laggy spot then go through and check your cpu/temps, I find that my gta stutters line up with my cpu throttling

When standing in a big open area my cpu temps generally only creep up to about 62c. Also if it is of interest it always ran at it's max 3.2ghz the entire time. Also none of the cores ever hit above 75% usage.

What resolution do you normally play on? Also, are you running anything in the background like twitch/youtube?

 

It could be poor game optimization but I've gotten a near constant 60fps in BL2 on a lesser GPU @1080p. It's not perfect, lag spikes are a thing but generally not too bad.

I play at 1080p aswell so I dont know what the issue is.

 In the Nvidia control panel under "adjust image settings with preview", is the slider set to "use my preference emphasizing: quality" by any chance?
