Why would anyone recommend a .. H60 like any air cooler for that prices is MUCH better.

I'd get a NH-D15 or just a simple 212 Evo @theereal

Certainly not the best performing though.

I understand its compelling price to performance ratio, however I'm simply stating it's not the best performing cooler out there.

Be quiet Pure Rock has a similar price to the CM 212 Evo but better performance.

I got a FX-4300 down to 3c at idle and 15c at load. It's done pretty damn good.

^ this. The be quiet! pure rock has very similar performance to the 212 evo, sometimes slightly better sometimes slightly worse (about a degree or two in it at most) but has far better noise levels, which when not overclocking are more important than a degree improved cooling IMO. You could also for fork out for the noctua nh-u12s for even better cooling and noise levels, but then again that's just overkill at that point.
