Steam Memory Leak

So, ever since I changed over to a new computer which I needed to re-download games from Steam onto, I've had a problem where when I download them it seems to leak memory. To put it simply, every time I download a game my total RAM usage goes up about 15%, I have 12GB of RAM so that equates to about 1.8GB's of usage every time. The weird thing is that the RAM usage doesn't show up in my processes, task manager reports it, but my highest RAM usage for a single application is still only like 300MB. Has anyone else seen this problem? I tried looking through some of the Steam forums but they were all 2+ year old threads and didn't provide an help. Thanks for any help you guys can provide!
