I think you would be able to build a single radiator CPU loop for that much :D

It would be quite stupid to spend almost 200 bucks on air cooling. If you want good overclocking, then watercooling will do a much better job.

Wow, THAT is a CRAZY price. Get a 100i instead, cheaper, much better performance. But it has one thing going for it, LOOKS. it looks SOOOO good. Especially with like a rog mobo and msi or asus graphics card and like led red strips. OHHHH YEAH.. :)

Well neither is really that small. If you want something smaller get a CM Hyper 212 evo, Xigmatek Gaia, or if you wanted that dual fan design you could get the Noctua NH-D14. I would just trust these coolers more and I know that the 212 and D14 are great coolers and they are cheaper. Or get an H80 or H100 like other have said. You will get even more performance and they look good.
