You have to use some sandpaper to do it. The best thing to start with is 80 grid sandpaper, after it is the shape you like, go over to 120, then to 140, 240, 800, 1200 and then a sanding sponge of around 1400, make sure the sponge is wet. I hope this helped.

I want to polish high carbon steel to a mirror finish and i have little idea on how to do so.

 

Depending on the current finish if it's rusted or has surface imperfections it will need rough sanding to flatten the surface and progressing to a finer grit once you have it flattened and smooth, the best would be to have a buffing wheel and metal polishing compound to run the piece under to remove the scratches. If it's a really large piece a cloth wheel on a angle grinder will also work.

 

This goes over polishing pretty well but he uses a belt tool which while nice isn't mandatory:
