old PC doesn't power on

So I got an older PC that hasn't been used for a long time.. and now it doesn't power on. The Mobo LED lights up, but I can't get it to start. 

Tried shorting the power pins but didn't do anything (PWRSW on the screenshot) So I suspect it's the PSU? 

 

I've also tried removing individual parts. I don't have a tester unfortunately. Is there a way to tell for sure that it's a faulty PSU?

Do a BIOS reset, Replace the BIOS battery. 

 

It may work.

Is your ram good? You should also put a heatsink on that CPU. Maybe check if one of the sockets within the 24 pin connector is pushed in or missing.

Ye, forgot to mention that... I did try to remove the battery / reset the BIOS. 

And the cooler was of course on, I was only checking the CPU and took the picture, so the lighting is sufficient. 

 

Will check the connectors.

Try it with one stick RAM and check.

 

You could clean your mobo.

 

Take out all the parts and re-assemble it.

 

Then check.

#1 Does the CPU fan spin? If not, it's your psu, mobo

#2 Do the hard drives spin? If not, it's your psu, mobo

 

#3 By start, do you mean boot into an os? Maybe your HDD is bad. 

#4 Do you have a spare gpu that you can try to use to see if you get a video output? The onboard gpu might be bad.
