32-bit software will run just fine on 64-bit operating systems, they intregrate backwards compatibility (it's all x86). I don't believe they will have access to more than 4GB of RAM, but this shouldn't really be an issue with Photoshop.

As for the video editing software, KDEnlive is hands down the best free video software, but you need to have Linux to use it (unless you want to compile or find a Windows/OSX port).

If you want to pay real money then Final Cut Pro is great, for a little less (but still definitely real money) Adobe Premiere Pro and Sony Vegas are excellent options. If you want to spend a little then I highly recommend Adobe Premiere Elements. It uses Adobes rendering engine from Premiere Pro and is great value (especially if you buy it on sale).

Vegas is good, but I did run into issues in the past with certain codecs not working on the 64bit version.

I believe that 32 bit programs can only address 4GB of RAM, but I may be mistaken.

32 bit Photoshop may have issues if you install 64 bit versions of other Adobe CC components. I believe that Adobe CC installs both versions by default, there should be a second Photoshop link called "Photoshop (64bit)".
