Does installing additional fans decrease temperatures ?

Yes, it should, how much? that depends on case by case.

It depends on how good the fans are and how decent the airflow within the case is, I'd Deffo get the fan if it's that cheap.

How are your temps right now?

 

If your temps are high and total airflow is bad then adding a fan could make a significant improvement.

 

But if airflow is already good and temps are reasonable then you might not see much, if any change.

For normal temps adding fan does only minimal improvements. Like 5C at most. But if you are running on higher temps, difference can be up to 10-15C.
