If the Nvidia Control Panel is set to 120Hz but in game I set it to 60Hz will the game run at 60Hz or 120Hz? And is this affected by whether you are running the game in fullscreen/borderless/windowed?

I don't like 2D games...I just couldn't get into them.. ( ͡° ͜ʖ ͡°)

It will change to 60Hz no metter what, but a lot of times the Control Panel closes the game or causes it to crash when you try and change the refresh rate on the fly. I would leave it at 120Hz, why would you turn it down to a measly 60?
