I had this issue while playing on Wifi at a friends house. Plugged in an ethernet cable and forgot to turn off Wifi turns out my computer was still running on Wifi.

Make absolutely sure you're on ethernet while gaming. Only way to go!

Tested both no dif other than a 2ms ping dif.

the latency on wifi in my vs ethernet is a 1ms difference sooooooo.

packet loss is the issue.

Packet loss is indeed the reason why you are rubberbanding. I have the same issue as you described, and I figured out it has to do with the components in your pc or laptop. If you type 'net_graph 1' in console, you will see the var-value fluctuate between 1 and maybe 30. You'll also see the packetloss happening, spiking to 40% or higher. A smooth experience would be 0% packetloss and a stable var of 1-4.

I have not found any fix, but my guess would be that it has to do with low VRAM speeds and thus a low end gpu. Mine is a quadro 2000m so that would totally make sense at it is not designed for gaming.
