Over clock question about heat and vcore

Hi i would like to know if i over clock chip from 3.7GHz to 4.4GHz (example not a real chip) and do it with uping vcore from 1.250 to 1.425 keeping heat at 59C under full load and having it stable (all below that crush) will i be able to reduce vcore to 1.375 if i cool down my cpu to 45C under full load and still keep stable over clock at 4.4GHz.

Also lets assume max safe temp for cpu is 70C and vcore 1.55.

What is more deadly 1.4vcore and 68-72C or 1.65vcore and temp 35-40C

Translation: is it excessive voltage or temperature that kills chips?

kind off what is more dangerous. Also can i acheave higher GHz with less vcore if i cool it harder.
