I honestly couldn't tell you. Apex (which I'd never heard of, by the way) seems to have quite an antiquated approach to specification sheets, providing only very few specs, not including CPU cooler clearance, and citing the ones they do provide in medieval units... Your best bet is just to take a tape measure and find out for yourself how big the gap between the top of the CPU and the nearest edge of the side panel is.

 

If you can't be arsed to do that though, just pick up a good low-profile cooler like a Be Quiet! Dark Rock TF or a Phanteks PH-TC14CS, and you ought to be golden...

I have an amd fx 8320 cpu and that stock fan is shit. Is there a better cooler I can buy that fits in this case? (APEX TX-381-C Black Steel Micro ATX Tower Computer Case USB/Audio/Fan)
 
My board is microatx.
 
I am only asking because i dont think a 212 would fit.

 

a 212 prolly won't fit, get a low profile cooler from CM, phanteks, be quiet, noctua or thermalright
