For fan speed control I generally use the software for the motherboard or graphics card in question (such as Asus AI Suite for Asus boards or MSI Command Centre for MSI boards).

SpeedFan is a decent general fan control software for some motherboards, but I would check to see if it will play nicely with your specific board. MSI Afterburner can set up fan speed control on most graphics cards, but again exercise caution.

As for monitoring system temperatures I would recommend HWMonitor, Realtemp or my favourite, HWiNFO32/64. Realtemp can have compatability issues, HWMonitor is a good all-rounder, but I really like HWiNFO to get extra system information.

For this you could also use the motherboard or graphics card software mentioned above.

I hope this helps :)

Mobos own software for both. Or Speedfan for both. For temp monitoring (and system monitoring) you have more options, kinda pick your flavor. Like RealTemp, CoreTemp, HWmonitor, OpenHardwareMonitor, HWiNFO, MSI Afterburner etc.

Yeah, Speedfan. It's a little old and a little hard to use, but it's the only thing I know, that allow cool things like controlling your case-fans depending on gpu-temp, which is pretty cool. You get maximum airflow, when you need it and you can run your fans at minimum rpm in idle.

HWInfo is nice for monitoring, too. It shows a lot of useful information, and can run without installation (which is always nice, if you just want to check something)
