I can play CS:GO with DSR at 3840x2160p on a 1080p display. That's cool but the problem is that the Steam Overlay doesn't get downscaled, or upscaled? Idk, it just is very small to the point where you have to be right infront of the chatbox. This is on a 24" screen. Is this normal or is it just here?

If it's an issue just use 16xcsaa it's going to look just as good. Even 8xcsaa looks fantastic.

Well it isn't about the looks of the game it's just about the Steam Overlay

that the thing, with supersampling/aa u wont have steam overlay issues... with dsr u will...  + dsr will adjust ur mouse speed due to higher resolution needing more dpi

I am unaware if this is available option, but when you enable DSR, isn't there option to enable/disable DSR for both Applications (i.e Games), AND desktop?

AMD's counter-part, VSR, you can set it in the Drivers control panel, so it takes affect for everything -- including the desktop. If you want it for the certain application only, you set via in-game video settings.

For an example, my "regular" Windows desktop runs at the usual 1080p, but for BF4 I have it set to 1440p, down-scaled to 1080p.
