Hi.

My dad is looking for a new computer because his old one (a pre-built HP computer) is getting a bit slow (taking between 3 and 4 minutes to boot up and load all desktop icons).

My dad doesn't play games, he only uses it for bookkeeping and browsing the web.

Does this build look good for doing those things?

What I would have suggested is getting an AMD Apu such as the A10-7850k, and not including a graphics card since it wouldn't even be used really. Also you could drop the hdd and just get a larger ssd such as http://pcpartpicker.com/part/samsung-internal-hard-drive-mz75e250bam

Since he's not using it for gaming you can go probably lower the costs if you go for cheap case fans as Noctua's can be pricey.

My dad prefers it to be quiet. But, I'll ask him if he is willing to have louder fans for a better price.

I'd have to agree with this build, an APU would be a better option. I understand that the GPU is already purchased however if its possible to return it or get it sold and switch to an AMD build like this would cut your price in half and perform just as well. And APU's are known to hold there own in titles that aren't demanding even though the system wont be used for gaming.

It's not possible to return the GPU, because it came with my dad's HP PC.

Well Noctua is good for performance and decent decibel-level operations but I'm sure since again not into gaming, the system won't be needing to crank much air anyway. Have you check Corsair AF/SP fans that are quiet edition?

Edit: I will not be using an AMD CPU or APU.

I'd suggest the BX100. It's a little cheaper, and still a very good ssd.

That system is almost as expensive as my planned system. That's nearly $800 with the prices here in Sweden.

Get antec tricool fans, cheap and has a built in speed switch. Set to low and that thing is silent.

Antec TriCool fans aren't available at my retailer.
