Windows 10 White Taskbar?

I've been playing around with Windows 10. I can't seem to make my Start menu or taskbar or anything white. I can't find it under Colors in Settings and nor in Control Panel? It is in Windows 8.1. This seems like a petty complaint I know but it seems odd they would not include an option for color they had previously. Thanks for any advice.

isn't it under themes ...under personalize

That's also one of the reasons why I upgraded back to Windows 8- the default purple color is gone and the color selection is extremely limited.
