You might need to link it again.

When I upgraded to Windows 10, I had a game SSD that I disconnected before upgrading. It has Rocket League, GTA V and WItcher 3.

Now how do I make Steam recognize these games? Can't find it anywhere on the Internet.

You can start the download, move the files to the right place (in the folders Steam creates) then verify files and it should just use the ones that you put there.
