you mean the h.264 encoder because im not sure how cuda helps streamers. but the r9 390 also have a h.264 encoder and if its too expensive then of course get the one with the better value

my h60 is quiet, i don't hear a thing under normal operation. if he wants to get an air cooler for overclocking, i recommend the following:

 

noctua nh-u12s

noctua nh-u14s

noctua nh-d14

noctua nh-d15

 

obviously the further you move down that list, the more expensive they get, but they will all work for a solid overclock.

its usually better to get a noctua cooler than cheap AIOs because the noctua coolers usually perform better

i never used CUDA so ill take your word for it but i would think amd has something similar

AMD has 

kind of... both AMD and Nvidea support OpenCL but the problem is that vegas, premiere, blender, etc all only support CUDA. So I thing its basically same performance with the both cards. So simply get 970 to later have the option to use CUDA.

  1. h100 is overkill for the i5, h60 is all that is needed
  2. motherboard is too expensive
  3. ram is too expensive
  4. get a 2tb hdd, hybrid if u can afford it
  5. 390 beats the 970
  6. case isn't that great. corsair or fractal
  7. psu is good
  8. noctua fans over corsair if you can afford it. if not, thats fine. not really needed though

You don't need to spend $120 on a cooler. A $30 Air cooler like the Bequiet one above, or the Coolermaster Evo 212 will be fine. 

 

Change the SSD to the 850 Evo or Crucial BX100. The 840 Evo has a few issues.

The build suggested above is much better,

the i5 will be better than the 8350 even when recording or streaming

in games sure but un streaming and editing no way

you could always go with a xeon chip instead. may provide better performance during streaming. during typical loads, i think the bequiet pure rock should be sufficient to cool it.

I once had a h100i gtx in fact i just realise i haven change my signature yet, it is quiet but the pump noise is still a little bit noticeable not like dark rock pro3 or d15, those are really really quiet.
