I don't understand your problem, maybe try using pictures to illustrate.

If you delete all the files and folders in the steam installation directory except for the folder "SteamApps" and the "Steam.exe" file, you can force steam to re-download the entire client.

 

My installation directory is: C:\Program Files (x86)\Steam

 

1. Delete everything but the "SteamApps" Folder, and the "Steam.exe" file. (The steamapps folder contains most of the game installations so, if you don't delete this folder, steam will recognize that the games are still there when it re-installs itself so you won't have to re-download all of your games.)

2. Run Steam.exe

 

*NOTE* THIS MAY CAUSE YOU TO LOSE GAME DATA SUCH AS GAME SAVES, GAME GRAPHICS/SETTINGS CONFIGS, AND WHATNOT. BACKUP YOUR GAME SAVES BEFOREHAND IF YOU PLAN TO DO THIS.

this is my first time installing steam on this PC and its on the D drive so i dont have steam apps folder nad i tried uninstalling before

Right click on "steam.exe", select properties. In the new window, select "Compatibility" at the top, then check the box that says "Run this program as an administrator." Then click "OK" and re-launch steam.exe. It could be some kind of permissions issue. If so, this should help.
