so I tried to get my fx-8320 to 4.7 and forgot to change the voltage from stock. Now windows tries to boot and then goes into automatic repair and says to restart or advanced options. I don't want to reinstall windows since I did that like 5 hours ago and I don't want to again.

Have you cleared CMOS?

When the pc is booting, there is a small gap before windows starts and after the motherboard is done booting you can get into the advanced menu.

So when it's booting, mash F8, if windows goes into repair, you are too late and need to try again.

If you do get in it, try to use "last working configuration" or whatever it's called. If that doesn't work, try to boot it into safe mode. If it does work, it should be fixed.

I assume you are running windows 8.1?

Make sure your secure boot settings weren't changed when you cleared CMOS also make sure your Sata is configured to AHCI

@beebskadoo has the correct idea but there are more then one way to clear your CMOS. The most common way is to just remove the battery and then put it back in but some times OCing messes up things and what you really need to do for this is to unplug the PC's power supply and then take the battery out and install it reversed and leave it so for about 40 seconds to a minute then take it out and install it the correct way then start it back up again. You should be taken to a error screen telling you to go into the BIOS and make changes. Then you just make the necessary changes and go back to OCing. One PRO tip is to save you OC to a profile even if it is not stable, this way you can make changes to just load the saved profile and then do adjustments as needed.
