So I am deciding if I should increase my budget or not to get the 980 Ti or stick with the GTX 970.

But I came up with two builds, one being the more expensive 980 Ti and the other being a GTX 970.

If I go with the cheaper build, I was hoping to get the GTX 970 and i5 4690k build for around $1k U.S. dollars but I am not sure if it is possible.

Anyways, is there anything I should change before I pick which build I should choose depending if I will increase my budget or not?

Note: This is strctly Intel/Nvidia build, no AMD please.

Goal: Game on max settings at 1080p.

Also, regardless of the build I pick I will be using my BenQ GW2255 (https://pcpartpicker.com/part/benq-monitor-gw2255) monitor from my old build. I don't mind the 60 hz refresh rate as long as I don't drop below 60 fps with Vsync enabled when gaming.

And for the RAM, I see that there is like a $5 difference between DDR3 1600mhz and 1866 mhz, is it worth it to take the 1866 mhz instead, and if so which one?

Lastly, I still have the installation CD for Windows 8.1 64 bit from my old build that I installed Windows 8.1 on so people are telling me to just install the OS from that CD and buy a key from reddit for like $20 instead of paying like $90 for a whole new Windows 8.1 OS CD.

Here are the two builds:

Yeah, but I have had terrible experience with AMD, I don't even want any of their products anymore. Long story haha.

I see, is the rest of the components in the build good as well? And would my old monitor cause me any problems?

Ok, great!

And what do you  mean by wd black? Sorry I'm still kinda new to computer parts haha.

Oh, and that RAM question I had, would it be worth it to spend the extra money to get 1866 Mhz?

Ah, I see. The problem is I am literally filled to the brim in regards to my budget  :D

I just need to know if that difference if big enough to be worth about $20 extra.

Yeah I was thinking about that lol, but I'm going to want to overclock in the future so that's why I went with the H100i as I have heard good things about it.
