Okay I have a 980ti and I'm wondering how the GPU boost that's tied to temp works exactly? I know the cooler the card is the faster the speed but how is it judged? Like if card is at 50 degrees to 60 degrees then X boost is applied? Or is it if card is under 60 degrees then X boost is applied? Also like at what temp or temp range will the card start to ease back on the boost?

The card will generally boost when under load, up until around 83C (Nvidia cards seem to like running at that temp). However, they will have a limit to how fast they will go (I don't know the limit) using GPU boost, as they will often run below 83C and not boost any further, but can be overclocked to do so.

Nailed it.

Fine you want the PSU tier list? Have the PSU tier list: https://linustechtips.com/main/topic/1116640-psu-tier-list-40-rev-103/

Okay so its not a fixed amount the card boosts. Like if its at 50c it'll boost 20% but if its at 60c it'll only go 15%

It depends on the cooling. If it's below 83C, it should boost until it hits 83C, or it hits its maximum boost speed.
