Would something like this http://www.newegg.com/Product/Product.aspx?Item=N82E16817207011 be enough for a crossfire of 2 r9 290's? Pcpartpicker is putting it at around 711 watts for my build, but I wanted to get a extra opinion out of you guys.

I'm not sure of the 290, but I do know the 290x has a rail issue with certain PSUs.  If it has more than 1 rail powering each then yes it would work.  Otherwise you gunna post to a black screen.

I have a R9 290 (from MSI) the only thing I find with it is that it gets a bit on the hot side.

611watts it should be, but okay.

 

It should suffice but it would be best to go with 1 powerful card like a 980Ti

I already have one 290, so I'm just adding another.

It would cost 250 dollars more than the 290 corssfire to go to a 980ti if I managed to sell the 290 I have now for the price I paid for it, and then paid for the rest out of pocket. Easier to just go with another 290 for 200 dollars.

Ah, well this is more about PSU design a single rail might work on a 290 crossfire, but I can only confirm the issue with a 290x from other's.  " R9 290x's have a known black screen problem. A fix for it is to run 4 independent 12v rails. You can't do that with this PS because they are not independent lines but rather two 12v lines on each rail. The 280x is recommended on a lot of forums because it doesn't suffer from this problem and the performance issues is negligible."

I'm not very educated in regards to PSU's beyond just wattage, but the PSU i listed says it has a "Single, high power +12V rail (up to 70A/840W)". So what kind of PSU would work for this? Do you have any examples that wouldn't break the bank in comparison?

It is enough. As you can see in my sig I run that CF with a freaking FX-8350 and my RM850 (80 plus gold - single 12V rail capable of 70.8A or 849.6W) is barely spinning it's fan which as far as I know kicks in at 70% load. :) so, yes. definetly enough.
