so at night like around 9:30 when i watch twitch any stream buffers a shit ton and its annoying as fuck in the day its perfect. and even if my ISP is throttling why does a live stream always buffer a stream cant be using so much to make it buffer all the time and no one else in my house uses the internet and noting downloading anyone know how i can stop this? and youtube is fine if i pull up a youtube video no buffers at all it runs perfectly

Few things to try:

 

1) Run a speed test before and around the time it starts buffering If the connection is slowing, then you may just have a certain time where activity around your area peaks and slows the network down. 

2) Try using a VPN when it starts to buffer. If it helps, then your ISP may be throttling you. 

3) Try watching a live stream on a site other than twitch to see if the issue occurs elsewhere as well.

have you A. called your ISP and threatened them? B. Turned down the quality? 

or C. stop torrenting porn!

Your computer could be doing update checks at that time.  If its a TIMED thing its either ISP related, service related, or computer related.  (I know that doesn't narrow it down much, but it will give you starting points.
