is the RX100 good?

Wasn't the closest focusing distance of RX100's around 5 centimeters? I don't remember, but it does focus quite close.

 

 

My budget is $400...

For that budget you could only get an RX100 (Mark 1) model as new, or a second-hand Mark 2 model. I'd recommend the latter, though Mark 1 is also good enough. I own one, and the only thing that I feel lacks from it, is weather resistance. Not confident enough having it in rain.

its a great camera and it does have decent macro, the rx10 would also be a good option

 

However if you are looking at the top end options, (like the mk4) you can probably get a camera with a  proper 1:1 macro lens

 

Honestly it depends what you want
