So about a year ago I upgraded my windows 7 platform to 8.1 and saw a huge drop in performance.. Idk what it was but it got so annoying i just eventually did a fresh install of 8.1 and now it runs flawlessly.. But now that windows 10 is nearly here I wanna know is it going to help or hurt my gaming and all around performance of my pc? Do i have to get new drivers to change that or is there something special needed to prevent this from happening? or is the only choice a fresh install?

Did you do a upgrade or a fresh install?

Upgrade. Went from Windows 7 to Windows 10.

Here is a cinebench running the same CPU as you at the same overclocked speeds (just overclocked to 4.7GHz to show you)

P.S Keep in mind im using Cinebench 11.5 and not the latest version.

Performance difference is usually driver related.

When you upgrade Windows, it doesn't do a driver upgrade. It is important to make sure you have the latest drivers.

Sadly AMD hasn't been very active in their Windows 10 driver development like Nvidia is. I know Microsoft had to come to AMD for helping with their drivers. So I am a bit worried for AMD GPU users. Even under Windows 8, their drivers has been extremely slow lately.

However, at least on this specific game, with this very old build of Windows 10, it looks promising for AMD users:

General performance should be generally the same, especially with a gaming rig. Any hiccup should be fixed by a clean install (you can even reset it from settings, no usb disk required anymore).

I upgraded from Windows 7 Home Premium OEM legit copy by searching en_windows_10_home_10240_x64_dvd.iso on google and everything went smooth, including activation wich was not needed. (I did have the windsows 10 tray icon in there.)

Update: Cortana is kinda resource heavy when it indexies but is really usefull and you can turn it off, wich it is after installing my native language pack sandly...
