Hi! I will recommend you take a look at our line of LED's. They are a high quality, long lasting LED. With the controller you need to use it you will get plenty of effects like the one you needed. You can check them out here:

What are the cheapest leds that have a pulse as in the light comes in and fades and are not just light dots? 
*It can be slightly expensive i just want the cheapest generally not a 5 led strip that will burn out quick*
 
also how will my build look? will it look good or nah

The build looks good, but please, swap that seagate for a hard drive that doesn't have a 43% chance to die after a year. Seagates have very, very high failure rates. My suggestion would be a Hitachi (or HGST depending on model) drive, they have remarkable reliability. Best in the business actually.

 

And as our pal from modguru says, their RGB lights are fantastic. I've used em a couple of times, however, as will almost all of these kinds of led strips, the Adhesive sucks, major. If you're super careful with your computer and how you apply it, then it should be fine, but most of the time they'll start to peel off rather quickly. I'd suggest some aftermarket adhesive.

Our RGB LED's has the highest grade adhesive that 3M makes. It will stick :)
