Frames per second questions

I have some questions about frames per second.

 

I how much of a difference does having 40 and more fps for a game make?

 

For the pc the games I have only really played have been WOW, RTS games, StarCraft, Diablo 2.

 

Other than that I used a PS3 mostly for other games like GTA V, some FPS, etc.

 

So with the PC some gpu's are able to get 40fps on some games sometimes 60.

 

What is the play difference like between the fps and the fps on game consoles?

Generally on Consoles, low graphics setting @ 720p and 30 FPS is normal for more demanding titles (GTA V, stuff like that).  However, 1080p @ medium to high details from 40-60 FPSin those same games is pretty normal on those games on PC, depending on the rig you get.  I personally definitely notice the difference.
