"A verification via telephone is required to activate the product." - that in and of itself tells me this is not legitimate. 

 

So, I'm going to go with, no, this is not truly legitimate, for several reasons. 

 

1. OEM key/licence is not supposed to be sold separate from a disk. OEM is supposed to be sold as part of an unopened software pack, from an Authorized OEM Distributor. 

2. It is technically against the licensing terms to use OEM licence for personal use.

I saw same line. These keys could be from old OEM prebuild PCs and laptops. In which case just minority of keys will work. Even after phone call.
