Pretty self explanatory... Boot from usb. It'll probably automatically do it actually

you go into BIOS, select the usb as first boot drive then restart your pc with saved changes, then you have finished, just install windows then your done (go back into bios after to change first boot drive to hdd)

If I already have a bootable flash drive of windows 8.1 what do I do from there, once I plug in the flash drive? Do I boot from the hard drive or the usb or something? My motherboard is ASRock H97 Anniversary ATX LGA1150 Motherboard

Patience, my young padawan.

Once you boot, go into BIOS, set boot order so that your USB is first. That will prompt Windows installer on next boot. Having it saying something like press any key to boot from USB etc.
