Again, it then depends on the site and how its streaming that content to you, for example, Youtube triggers an NVIDIA "Video Engine" processor, which I believe is the h264 encoder/decoder.

Depends. If you have a 5960X your CPU can probably do it. Otherwise GPU helps a lot. As for how good a GPU you need, literally any modern iGPU is good enough, a discrete won't have any benefit beyond enabling DP 1.2 or HDMI 2.0 for higher than 30 fps playback.
