GTA 5 - 1.28 FPS DROPS?

So a week ago i had updated the game for

Ill-Gotten Gains update PART 2

 

and then.. my game was fucked 

it seemed like the game was fucked a shitload fuck of a fucking game. 

Before the update i was playing on highest settings possible with V~sync turned on 60 fps continuous,

but after the update i had frame rate issues it seemed like cockstar games took a dump and then strangled it to death with the dick.

 

am i the only one with this problem?
