Today my mom said I could get skyrim my first m game. I have some questions. I have 50$ so should I buy regular or legendary and how to install mods not from workshop? Also any recommended first time mods

Some mods require legendary, so might be worth it depending on the mods you want to play.

 

Check out Gopher's channel, he has playlists on how to install mods.  Some can be a bit of a process so it's worth it to watch the vids.

You will probably need SKSE (not on Nexus mods) and SkyUI (on Nexus) to begin with.

And other than that I would probably recommend Dual Hand Combo Keys. Good mod that allows you to switch magic or weapons with a click of a number.

I would also recommend all unofficial patches (they are a few of the most downloaded mods on the Nexus too. There are 4 which solve some glitches)

The unofficial patches are absolutely necessary in my opinion. From there it basically depends on what you want and what your computer can handle, but I'd recommend a good vanilla playthrough so you can appreciate the game on its own merits.

 

Edit- Immersive Armors and Immersive Weapons add a bunch of new stuff to the game, even if you're like me and usually don't use what it adds, it makes the various npcs in the world look more varied.

The unofficial patches are absolutely necessary in my opinion. From there it basically depends on what you want and what your computer can handle, but I'd recommend a good vanilla playthrough so you can appreciate the game on its own merits.
