Lc power it's a solid European (balkan) psu its like corsair in america

As long as the rest of the system draws less than 325 watts you should be fine. 

 

If the PSU simply sucks or your system w/o GPU draws close to 325 watts then running an R9 390 on that PSU might not be the best idea.
