Hey so recently (2 days ago to be accurate) I built my first custom built pc and I love it to bits but theres one issue and I may just be being a noob and this might be something you cant deal with but my cpu fan will throttle really loudly if my cpu goes under load and its not like when it gets hot its just the minuet it goes under load it will ramp up to full speed like when i'm rendering a movie it every from it will ramp up and then ramp back down again.. any ideas?

Modern motherboards have controllers for fans that will change the speed depending on load. Of course, being under load means more power is being used, and therefore more heat is being created, and the fan has to work harder to regulate that temperature.

 

As for the noise, make sure no wires are being hit. I tend to find that makes a lot of noise. Of course, this is the simplest answer I can give you unless you have more information.
